problem with sum of squares optimization(sos)

I have problem with optimization problem below.In this problem all of the parameters are unknown except E ,h(x) is the functions of x variables. I cant define it in sos tools. please help

Thanks for your help but in this equations all of the parameter are unknown except E ,h(x) is the functions of x variables.This optimization problem must solve with sos but i can write it in the form of sos problem
