MATLAB R2021a won't install in the specified location

I uninstalled R2019b and downloaded the installer for R2021a. My C:\ drive is nearly full and I cannot install it there. I'm attempting to install it on my D:\ drive. It lets me set the location, but when I proceed to the next step it attempts to install in my C:\ drive.
