My answer is a bit speculative, but it seems you have a license with active software maintenance (as you run R2026a). As a result, you can download and run R2023b from your MathWorks Account and do not need a Trial. Maybe your IT has disabled it for your self-serve, but they then can provide you with older releases.

Other than that, I know there are at times issues with upgrading model, but I do not recall they do not open. You may want contacting Technical Support here.
