Load and save mat files without matlab

Hey guys, I need your help!
I want to create an application (.exe file), which can load, write and save .mat files. But the problem is: I want to run this application without Matlab Runtime!
Is there any option to create a C Application or in any other language which can load, write and save .mat files on a computer, which hasn't Matlab or Matlab Runtime?
