How to reconstruct a Terahertz scanner image using the original photo ?

Hi, I'd like to reconstruct a terahertz scanner image because it has a very low resolution? I had the idea to reconstruct the image with a picture taken with a smartphone for example. I attach an example. As you can see the resolution is very bad. can you help me improve the resolution? Thank you very much.
