VLC ActiveX Object and Windows Media Player activex not displaying video after I install new graphics card

I replaced my NVIDIA GeForce 210 with a AMD ATI Radeon RX 560 and now the VLC media player activex object in my GUIDE gui will not display any video. Video also doesn't playback using the Windows Media Player activex object. For both activex objects, I can hear the audio playback, and I can see the seek bar in the control panel moving to the correct location. But I still do not see the actual video I want to play.
I was able to use the activex object with video playback before with the old GPU with no problems. My other PCs have been able to use the GUI with these objects playing correctly.
I tried to reinstall VLC 64 bit, but it did not fix the problem. I also tried to DDU clean install of the AMD drivers (and to remove old nvidia ones).
I did make a few other changes as well:
I installed matalb 2018, I only used the gui in 2017 on this PC, but on other PCs I have used 2018.
I installed matlab 2018 on a seperate drive to save space than on the drive that has vlc on it. That being said, Matlab 2018 still detects VLC activex object in guide menu.
I am running windows 7 64-bit.
[EDIT] So far I have verified that the activex object can be used with video playback in other software like powerpoint. I have tried reinstalling matlab and I am still faced with the same issue. I have attached my working powerpoint case and my non-working matlab case in the zip file of this post

So, I guess the next question is if it's specific to matlab. Have you tried the control in any other application (word/excel/powerpoint is an easy way to try this) to see if it works?

I have now verified that in powerpoint, using the vlc activex object, I can play videos with video showing where as in matlab I can't despite using the same method/code. From this it appears to be a problem exclusive to matlab and this computer. I attached a zip file with my test cases
On other windows 7 64-bit PCs, I can use the exact same matlab code and the video does playback...
I used the DDU program from wagnardsoft to remove the previous Nvidia drivers. I tried this again and still the same issue remains! I also tried to reinstall matlab on the D drive of my PC, same issue.

I was able to get it working with matlab installed on the same hard drive as my windows OS. I had Matlab installed on an external drive before to save space.
