I'm surprised that your second link works since VisionResearch wants you to sign an NDA before you can access any of their documentation. But then, they've never been very consistant about enforcing their NDA.
Note that cine versions go up to at least 741, so that documentation is out of date.

If you are talking about the video format produced by VisionResearch Phantom cameras, then they can provide you with some matlab code and dlls to decode the cine files. You will have to contact them directly as the code is provided under an NDA (so I can't share it with you). They also provide documentation of the format if you want to write your own decoder.
if you are talking about some other .cine file, then contact whoever produces these files.
