How to find the desired value (double array) inside the cell according to the target values.

I really thanks anybody can help me how can I find the desired values​ (i.e., temp with suffix 'cmem') according to the target latitude (lat with suffix 'noaa') and longitude (lon with suffix 'noaa'). Please find attached 'cmem' file and 'noaa' file.
