MATLAB Compiler isNETSupported Error

Hello!
I've been trying to install a program on my Windows 10 computer using the MATLAB Compiler Runtime (MCR) v2020a (9.8). After I enter the license key and click “Activate manually without using the Internet,” I am prompted to save the activation request file but when I try to save the file, I receive the following error:
>> Error writing file
>> Error while writing activation request file.
>> Attempt to execute SCRIPT isNETSupported as a function:
>> C:\Program Files\MATLAB\MATLAB Runtime\v98\mcr\toolbox\matlab\winfun\NET\+Net\isNETSupported.m
This error terminates the activation without saving an activation request file. The program's support team asked me to uninstall and reinstall MCR because it might have become corrupted but this didn't help anything. I thought that perhaps this had something to do with the isNETSupported function so I opened MATLAB (v2019b) and ran tf = NET .isNETSupported, which confirmed that MATLAB is recognizing the .NET framework (returned 1). Is there any other way to determine what the error is and how to fix this?
FYI: I have to use manual activation and cannot activate using the internet due to institutional restrictions.
