Variance of ANOVA Var-of-CE estimator from Sun-Apley-Staum

This code is used multiple times from within Var_Of_Var_Of_CE_Static_n_star_into_ANOVA.m

Note that for one combination of (d, (1-d)) of (pilot simulation to estimate n*, main estimation of Var-of-CE), this script runs once. It is called multiple times from the master script. Note also that the closed-form Variance of the Var-of-CE estimate is itself based on unbiased estimates of quantities and not their correct values (since, in a simulation, one may not be privy to these).
