How can I write a code for dual sum series in the function below???

Hi friends,I want to write a code for function below(jpg file),be aware that phi is a matrix and i,j are its row and column.i don't know that i should use symsum command or use "for loop" for the dual and single sum series in this function.please help me soon:(((

As those are specific numeric values and not symbolic formula, you should be doing your additions using sum() and for loops.
