64 bit Matlab, and R2013b

I purchased and installed Matlab R2013a the other day. I later noticed that R2013b has been released since September. Why did I not receive the new version? Also, I want to install the 64 bit version. How can I download and install the 64 bit student version of Matlab R2013b

There is no "b" version of student versions. You have the latest one.

I'm not sure but I would think so.

No, for windows the student version is available as 32bit only. Only MAC and Linux are 64bit.
