Present longitude and latitude data on a simple figure

Hello all, I have the longitude and latitude of a number of base stations. I must run an algorithm to optimize the coverage with the minimum of overlap. So, i need to place my points on a plan (figure) with respected distances sparating them so that i can later present the range of coverage of each one and detemine the quantity of overlap after every iteration of the algorithm. i didn't know how to solve my problem and witch method i should use

The Mathworks once had a demo where they had a bunch of antennae and each antenna had it's own radius of coverage and they used some kind of optimization to maximize coverage (by locating/placing each antenna) in a rectangle assuming you had N antennae. I'd call them and ask for that demo.

thank you very much Image Analyst, my problem is not concerning the optimization problem but about how to present the locations of each transmitter as shown in the figure
I need a sort of map that i create myself using available geographic coordinates and also with the scale (Km)
