why vanet can be implemented in matlab as matlab is a static environment whereas vanet is a mobile environment?

vehicular adhoc network is a mobile environment, and it can be implemented in matlab also, but my question is what is the benefit of using matlab for implementing such thing because matlab provides us a static environment.
