How can I plot this data in a 3d graph?

i want to draw a 3d plot relating equilibrium time (z axis), impeller speed and flowrate. however, the number of flowrates is not equal to the number of impeller speeds. for example each impeller speed can have 6 flowrates however, each flowrate can only have 4 impeller speeds. How would i plot this in a 3D graph? what is the best way to present the data also, for example, should i leave the data as points or in another format?
