As I was making a model of BLDC motor control with PID controller and I came across with this block in a video. So can anyone tell me which block is this?

Just skip the video to 5:01. You'll see the model where this block is connected to the "Abs" and then to "relation operation".

I had a look, but I was not able to figure out what it was. Maybe some kind of repeated signal source ?

That's a Signal Generator block. You can find it in Simulink/Sources.
