Image Processing Help!

I just wanted to see if this would work so I can use it somewhere else but it doesn't, please help!

A = rgb2gray(imread('whiteParkTest.jpg'));
B = rgb2gray(imread('carParkSemiKey.jpeg'));
emptyParking = 0;
for i = 1 : (114) %rows
  for j = 1 : (45) %col
      C = A(i : (86 + i - 1), j : (105 + j - 1));
      if (sum(sum((B == C)))) >= 9030
          emptyParking = emptyParking + 1;
      end
  end
end

I want it to save emptyParking as 2
