MATLAB Plotting Points Question

I am doing a program in MATLAB to plot the following graph: log(u1/u2) against log(h1/h2) where u1 and u2 are the wind speeds at a particular height and h1 and h2 are the heights corresponding to wind speeds u1 and u2.
I have the data for a whole year, but for the purposes of this problem consider only the first data point in the image below. Apologies but for some reason I couldn't attach an excel file.

The formula I am using is: log(u1/u2 )= α log(h1/h2)
So what I require is for the 55 combinations of heights (200m & 150m; 200m and 100m; 200m and 80m; ...; 30m and 20m; 30m and 10m; 20m and 10m) to find the corresponding log(u1/u2) and then plot log(u1/u2) against log(h1/h2) in graphical format, plot the best line of fit and derive the wind shear exponent.
Can someone point me in the right direction, as to how I should break down the program (whether to use functions or not) and which commands I should use?
