creating cost matrix from adjacency matrix

hi i am new to networking concept,i want to create cost matrix ,in which i have four nodes and their adjacency matrix is
0 1 1 1
1 0 1 1
1 1 0 1
1 1 1 0
from these plz tell how to calculate the cost function
