A row vector called D with all the numbers between 0 and 2 in steps of 0.1

I am confused weather the answer should be D = 0:0.1 :2 or D = 0.1:0.1 :2

Well, it depends on how you interpret the word "between". However, in these types of questions, it typically means "between and inclusive of". So I believe that 0:0.1:2 would be correct.
