how to submit a file here? in each file there is a lisence text file. person himself add that file or automatically this file is added when a file is submitted?

I'm not sure what you are talking of.
If you mean the BSD license file added in submissions to the FEX (FileExchange): Just submit your functions a ZIP file and the BSD license file is added automatically.
