It is assumed that x is (NxK) matrix and cen is (Kx1) vector. Is this not the case ?

Then

sum(sum(bsxfun(@minus, x(1:N,1:K), cen(1:K)).^2))

should work.

When i run it, this give error. Error given by this is:

Error using bsxfun Non-singleton dimensions of the two input arrays must match each other.

I assumed cen is 1 x K not K x 1. If it is a column vector, K x 1, then cen(1:K) would be a column vector and that would not work with the bsxfun() : you would need to use cen(1:K).' in that case in order to turn it into a row vector. Using plain cen(1:K) would be correct for the case where cen is a row vector already, 1 x something.
