Simulation-based optimization with GA solver

Hello,

I'm trying to optimize parameters of a simulation model using GA. To formulate a fitness function for GA, the decision variables must be explicitly present in the fitness function. while in my model, the decision variables are implicitly present in the fitness function and can not be incorporated into fitness function. I would be thankful If someone could guide me throuh that.
