The first abstract appears to be from "Brain tumor segmentation and its area calculation in brain MR images using K-mean clustering and Fuzzy C-mean algorithm", http://ieeexplore.ieee.org/xpl/login.jsp?tp=&arnumber=6215996&url=http%3A%2F%2Fieeexplore.ieee.org%2Fxpls%2Fabs_all.jsp%3Farnumber%3D6215996, issued June 12, 2012 (only about 2 1/2 months ago).

I do not seem to find the second paper.

It's highly unlikely that, out of the thousands of papers published annually, any one given paper will have MATLAB code for it in the File Exchange, or in the possession of someone who read your posting on the Answers forums (and would then be willing to give it to you and help you with any adaptation of it for your situation). Therefore if you can't find it in the File Exchange, and your communications with the authors are fruitless, then you'll have to write it yourself. Good luck.

Don't hold your breath. It could be hours or days of work for someone to write, test, and validate the algorithm in that paper. I'm sure the authors didn't develop their code in under 5 minutes. And I presume you didn't find it in the File Exchange. So I think you'd best start writing it yourself or you'll be waiting a very long time.
