How to disable the axes interactivity tool popups?

Folks,
I am wondering how I might disable being able to have the automated navigation popup at the upper right of axes pop up when my mouse moves over it. This is a useful feature in Matlab, but I would like to disable it in this case.

ax = gca; % axes handle
ax.Toolbar.Visible = 'off';
