multiple loop do not loop

i have this data table :

1 6

2 5

3 8

4 4

5 7

6 9

i used this code to read the table from 1st col to 2nd col. However, the loop doesnt read for 2nd loop.

for n1=i:noofcol
    for n2=j:noofrow
        data(j,i)
        j=j+1;
    end
    i=i+1
end
