Radial Basis function networks performance

Hello,

I'm using approximated radial basis function neural network (newrb) to model a system.

I set the goal to 1e-4 but the yield output value residual equals 0.006. How can I decrease the performance value to meet the goal? and how can I increase the number of iterations to calculate the weights?
