How can I implement zernike moment invaritant to scale ant translation

Hello,

I try to implement the zernike moment improved for scale and translation invariant, like described in this article: http://dl.acm.org/citation.cfm?id=677962

But I don't understand what is betta? (authors say that it is a predetermined value. How can I determine it?
