Neural Network Input Data

I have the 100 samples data. Each sample contains 3 inputs and relevant 12 outputs. The programme needs to train by these data and able to predict suitable outputs for new 3 inputs after that. Do I need to write the programme to read 3 inputs and train the network with all samples or have to consider all 15 data as inputs?
