How can I arrange Input and Output data from Excel sheet in Neural Network

Total 12-sets of inputs of FEM are to be used as Neural Network input. Each set of input data contain 17 nos. of FEM input data. Only three variables change among 17 nos. of input variables, rest of variables remain unchanged. Input data are such as this link. http://sheet.zoho.com/public/mauce52/inputdata.

And 12-sets of output data from FEM analysis result will be used as a target in Neural Network. Each set of output data contain 6 sub-sets (such as surge, sway, heave, pitch row and yaw) of FEM output data. Each sub-set of output data (i.e. surge) contains 766 nos. of data. These 766 nos. data have changed with respect to time. Target data are as per this link http://sheet.zoho.com/public/mauce52/targetdata.

How can I arrange input and output data in neural network due to prediction? Is there anyone can help me to solve this problem by neural network?
