4ier Transform

Takes a number and outputs the fouriest version.

smbc_4ier(n) - This four-ier transformation takes a number n, and outputs the number in its four-iest version and which base is required to obtain it.
smbc_4ier(n,m) - Returns all numbers n through m and there equivalent four-iest transform. Numbers with no four-ier transform are omitted.
smbc_4ier(n,m,p) - Returns all four-ier transforms of n though m where there are p 4s in the four-iest transform.
