3D interpolation HELP ME

I have x and y data values.(x,y=39 elements) I want to make 3d with interpolation(cubic or spline). I have not Z values.(Surf command can be appropriate.) Which can i do with codes? Can anyone help me ?

There is no way to meaningfully do that.
