You would not normally need to, but if you had to reinstall your operating system, then you might need to reinstall MATLAB.
As long as you are installing on to the same hardware and operating system, MATLAB will detect that the hardware identifiers are the same as before, and it will not record the installation as a "transfer".
(If you are installing on the same hardware, but a different operating system class (Windows vs MacOS vs Linux), there are some circumstances under which MATLAB might choose a different hardware identifier than it did before, and in that case you might need some assistance from Mathworks. In connection with this, I would emphasize that you do not license MATLAB for a particular operating system: you license it against a particular host (for the standalone licenses), so if you have problems with it not recognizing your hardware identifier when you switch operating system classes, talk to Mathworks Support: it will not count as a transfer in this situation.)
