Creating DIS packets in matlab

Hi , I want to create a DIS packet to send trough UDP . DIS packets content can be found as follows.

Problem Detailed:

I want to crate DIS packets by following the standard of content as in the pic. After create a DIS packet on matlab , I will write a script to send this packet by using UDPSender . I want to see packets on wireshark .
