Installing Resnet-18 add-on on a stand alone network for version 2021b

I would like to install the Resnet-18 add-on to computer on a stand alone network for version 2021a. Previously, I could do this with 2018b by downloading the add-on and manually installing it. For 2021a, the download is an installer that pulls the model from the internet.
