how to check weather the values are fluctuating to a certain period of time, if so then change it into constant value (0 or 1).

In the above image the values are fluctuating between between 0 and 1 between the time interval of 180 to 200

the values remain constant for less than 2 seconds before it switches again

i want check weather the values are fluctuating less than 2 seconds and if so then converting it into constant value (1)

all this should be done in a simulink model
