How to create the means of the spatial sub-units of a shapefile from a raster dataset?

I wanted to get the spatial averages from a raster file for each of the spatial sub-units of a shapefile. How to get the same? I have attached the raster data ("Raster.mat"), raster data's latitude ("RasterLat.mat"), raster data's longitude ("RasterLon.mat"), and the shapefile ("District_Boundaries.zip") for your reference.

Through this I wanted to get the spatial averages of values fromt he raster file for each of the spatial units (districts) from the shapefile. Kindly help me with the same.
