I am curious about that the measure RSRP in example project "NR Downlink Transmit-End Beam Refinement Using CSI-RS" is around 40dbm to -1 dbm. However, it does not fit in range [-31dbm~-155dbm](3GPP criteria)?
Does 40dbm(RSRP value) means the quality of channel super super good?

The RSRP (Reference Signal Received Power) values reported in the example project "NR Downlink Transmit-End Beam Refinement Using CSI-RS" are indeed not within the typical range specified by 3GPP for valid RSRP measurements, which is typically between -140 dBm and -44 dBm for 5G NR networks.
It is important to note that the RSRP reported in this example project may not be a direct measurement of the received signal power, but rather an estimate based on the received signal characteristics. Additionally, the RSRP values reported in this project may be scaled for the purposes of the example or to match the needs of the specific measurement.
A value of 40 dBm for RSRP is extremely high and not realistic for typical 5G NR deployments. A value of -1 dBm for RSRP is a more typical range for 5G NR networks.
In general, higher RSRP values indicate a stronger received signal, which can be an indication of a better channel quality. However, other factors such as interference, noise, and signal fading can also impact the overall channel quality, even if the RSRP is high.

Is there a way to actually use the transmit power along with the beamform information at the gNb model so that the measurements at the UE model make sense in terms of dBm? This example is misleading because it declares measured RSSI/RSRP in units of dBm but you say those values are scaled and not realistic (i.e. meaningless) as dBm.
