How can I solve License Manager Error -9 of R2023a on offline activation?

I tried offline activation using the licence file. Then, licence magaer error -9 was shown.

How can I solve it? What I need to check?

And, I think "Disk_Serial_Num=0" in Error Masagge is odd. What is happened?
