Simulink standalone deployed GUI app for controlling TI c2000 hardware

I know it's possible to use Simulink to generate code for TI c2000 hardware targets, such as the LaunchPad f28379d. For observing data and tuning parameters, the External Mode can be used, where the host also runs that model and everything is in sync and realtime.
Is it also possible to create a standalone MATLAB or Simulink app, to be run on a host without MATLAB installed? Ideally, this app is an instrument panel GUI thing, with buttons and sliders that control the TI c2000 target, and graphs that plot realtime data from the target. I have come across this older example (DC/DC Buck Convert) that uses a two-model approach: one Simulink model for the target, another one for the host. Here, both are communicating over what seems to be a fairly manual serial communication.
Is there a way to create a GUI for controlling and observing the target in realtime, and also package this as a standalone app?
