exec error 13 on r2021b

Hello I have been able to install Matlab libraries R2021b on 3 windows 7 machines

When I came to the 4th machine I got an error which says exec error 13 now the installer has permissions set to everyone read and execute

so I dont understand why im getting the exec error on the 4th machine I am working with as the permissions are the same
