MatLab won't let me publish to PDF.

When I try to publish to a pdf, MatLab responds with:

Warning: File not found or permission denied

You can refer to the following bug report posted by MathWorks https://www.mathworks.com/support/bugreports/3261921.

You can either follow the workaround present in the report or update the MATLAB version.
