finding homogineity of a portion of matrix

i have a matrix as follows:
I =
1 1 1 1 8 1 2
1 1 8 8 8 2 1
1 8 8 1 2 1 1
1 1 8 2 1 1 1
2 2 2 1 1 1 1
2 2 2 1 1 1 1
I need to find the homogeneity of another matrix where the value of I is 2. can anybody help me to do that in a easy way? Thanks.

You'll need to explain this more clearly. What do you mean by "homogeneity"?
