Synchronous generator not responding correctly to loss of load

I’m doing a simple analysis of a synchronous machine running as a generator supplying a couple of loads. When power generated is greater than power demand there should be a frequency rise at the generator via the swing equation. However, doing multiple prebuilt simulations and tripping off load instead of rising frequency it’s always drops. I’ve adjusted inertia, governor valve settings, damping settings, time delay setting of governor.

Could you share the Simulink model you are working with?

Here's the simulink model I was working with. All it is a diesel generator and then a couple of resistive loads.

Just an update on my question. The reasoning for the error was within the breaker. Actually a signal of 0 actives the breaker and a signal of 1 deactivates the breaker. I was actually removing load instead of adding it.
