How find a method of Bilinear form D-operator

I have been working on this topic for some time now. Although the required package already exists in Maple and Mathematica, I currently do not have access to it. If anyone has the package and could share it with me, I would greatly appreciate it.

Additionally, if someone has managed to implement this in MATLAB, that would also be incredibly helpful.
