I am currently trying to run a Simbiology file in Matlab 2022b. However, after downloading the SimBiology toolbox and trying to open the file, there is an error saying that the file is too old for the latest version of SimBiology. How would one go about downloading an older version of the toolbox?

I think the versions you are allowed to download depend on your license. If you go to https://www.mathworks.com/downloads/ , there's a dropdown menu that allows you to select what release you want to install. If that doesn't list the version you want, you likely don't have access to it. Note that you would need to download and install both MATLAB and SimBiology in the appropriate version. (For example, you must run R2020a SimBiology in R2020a MATLAB.)
That said, I work on SimBiology, and someone on our team could also update the file for you. If you are comfortable making the file public, you can attach it here. Alternatively, you can also contact me via my profile, and we can find a way to share the file privately.
I'd also be curious to know where you got such an old file. The SimBiology team has not often encountered files this old. I'd like to see whether there's someone else we can do to fix this problem. For example, maybe we work with whoever owns this old file to also have a newer version. Or perhaps we should revisit our support for old file versions.

I've resaved and attached the project in both R2012a and R2022a. (Loading the R2022a version will be faster for you. But the R2012a version could be helpful if anyone using an older version than R2022a stumbles on this.)
Note that the original project included a program to calculate conserved moieties. That functionality is no longer supported in the apps, but you can still do this analysis from the command line using sbioconsmoiety.

You cannot. That is, you cannot use an old toolbox for a previous release in a newer release of MATLAB.
So what can you do? You have two options. You can redo the file, making it compatible with your more recent release. This has the flaw that you cannot actually open the file to make any necessary changes, so you cannot see what is in it.
The alternative is to download an older release of MATLAB, and thus the corresponding older version of SymBiology, one that would be compatible with the file you have.
I'm a little surprised, in that it is rare that TMW has not made it forwards compatible to at least be able to open the file in this case, but I am sure they had their reasons.
