I'm having just Matlab, Simulink - so how to design digital filters - is there tutorial, procuderes, free of charge toolboxes to design filters with just us of Matlab (Simulink)?

Are there free toolboxes to do filter design?

You might find something on the file exchange, and what you find there comes at no cost. But no, toolboxes from The MathWorks are not free.
