does Matlab have a bild-in function for applying a function f to data over a moving window specified by the window ?

Yes, there is BLOCKPROC
http://www.mathworks.com/help/images/ref/blockproc.html
The windows can be made to overlap in any way using the BorderSize option.

this funtion refers to image processing, i would rather be interested in calculating .Something like a moving map of a function .
