license error-9

I received the same error-9 as most of the users and looked over the solution provided by Ian Jessen http://cn.mathworks.com/matlabcentral/answers/86-license-manager-error-9-when-starting-matlab. But the link about "How do I launch the MATLAB activation client?" is broken http://www.mathworks.com/support/solutions/en/data/1-614OPR. So is there any other solution to this problem?
