What can we do to reduce or eliminate license manager timeouts (Licensing error: -139,11603)?

Our users are reporting an increase in license timeout errors with this message. The only solution we have been able to find suggests removing wildcards from the options files. However, we are not using wildcards. We need to find another solution to the issue, preferably, a way to tell the license manager or the client to wait for a longer period of time before throwing an error.
